Establishing law and order in society is not only about punishment, but primarily about building a culture and responsibility. The debate participants, divided into groups, discussed the effectiveness of domestic legislative mechanisms and the application of advanced international experience in combating bullying. Students made specific proposals for the prevention of juvenile delinquency.

During the meeting, the head of the Department for Coordination of Preventive Work of the Police Department of the Ulytau region, Police Colonel Yergali Kozhabekov, spoke as an expert. He emphasized the importance of the 'Law and Order' principle within the school walls:
'One of the priority areas of work of the internal affairs bodies is ensuring the safety of children. Today's event plays an important role in shaping the legal culture of students. The principle of 'Law and Order' should become an unshakable rule of every school. Every teenager must deeply realize that he is not only responsible before the law for his actions, but also is under its protection. Our goal is to form such a legal consciousness that there is no room for violence in the school environment,' the colonel noted.
The event was also attended by the chairman of the organization of veterans of the prosecutor's office of the Ulytau region, Yerbolat Buribayev, and senior prosecutor of the Zhezkazgan city prosecutor's office, Ualikhan Syrlybay, who provided legal advice to students.
The experts reviewed the students' proposals and discussed the possibilities of their implementation in preventive work. Following the meeting, a number of decisions were made to strengthen interaction between law enforcement agencies and educational organizations.
Work in this direction under the auspices of the 'Law and Order' principle will continue in the region on a regular basis.
