Chairman of the Agency for Civil Service Affairs Darkhan Zhazykbay visited Almaty on a working trip, where he presented the main provisions of the new law aimed at modernizing the civil service, reports Todayinfo.
During the meeting on June 5, the Chairman of the Agency met with the city's active members and emphasized the importance of the new law, which is aimed at further modernizing the civil service system and forming a service-oriented state apparatus. He referred to the words of the Head of State that officials and leaders at all levels must firmly adhere to the principle: “Not man for the state, but the state for man.” Civil servants, he said, must be guided by the idea of a Just Kazakhstan and the principle of Law and Order, as enshrined in the new Constitution.
Furthermore, Darkhan Zhazykbay elaborated on the new law on civil service, which provides for the establishment of the civil service mission, the transition to a service model of interaction with citizens, the enhancement of the professionalism of the state apparatus, and the digitalization of personnel processes.

Within the framework of the law, a hybrid model of civil service has been formed, combining the advantages of career and positional models. Now, when selecting candidates, their total work experience, corresponding to the functional direction of the chosen position in the civil service, quasi-public, and private sectors, will be taken into account, — said Darkhan Zhazykbay.
The law also introduces the institution of impeccable reputation, aimed at ensuring a high level of integrity and ethics among civil servants. To attract young and talented specialists, the law provides for the introduction of an institution for preparing for entry into the civil service.
The selection process for civil service has been fully transitioned to a digital format, with competitive procedures carried out through the «E-qyzmet» system. Additionally, a horizontal promotion mechanism is being introduced for employees of Corps «B».
The meeting also covered ongoing work in the digitalization of the civil service sector. It was noted that the introduction of a digital selection system has ensured the transparency and objectivity of competitive procedures. Systematic work is also being carried out under the «AI Qyzmet» program, aimed at enhancing the artificial intelligence competencies of civil servants. To date, approximately 60,000 civil servants across the republic have undergone training under this program, including over 2,700 employees from Almaty.

Moreover, the meeting addressed the topic of fostering a culture of intolerance towards corruption. Last year, the «Public Opinion» Institute assessed the level of corruption perception among the population. As a result, 69% of citizens expressed their readiness to personally participate in the fight against corruption. This indicates a growing sense of responsibility in society and a strengthening of civic engagement.
During his working visit, the Chairman of the Agency met with regional youth at the K.I. Satbayev Kazakh National Research Technical University, providing them with information about the opportunities offered by the state. To simplify the entry process into civil service, graduates who have excelled in higher education (GPA above 3.33) are offered the opportunity to be placed in lower-level positions at district and rural levels without competition. To date, 860 young graduates across the republic have been accepted into various civil service positions without competition through this opportunity, including 4 graduates from the aforementioned university.
In addition, the advantages of the Presidential Youth Personnel Reserve, aimed at attracting qualified young people to the civil service, were explained. Since its inception in 2019, 450 young people have been selected for this project. Furthermore, in 2024, for the first time, selection for the Regional Youth Personnel Reserve was conducted in all regions of the country. As a result, 546 young people were included in the reserve, 41 of whom are representatives of Almaty. 13 graduates of the K.I. Satbayev Kazakh National Research Technical University joined the Presidential Youth Personnel Reserve, and 17 graduates joined the regional reserve.
