"Poor driving discipline, the state of road infrastructure, especially in winter, and the technical condition of vehicles are the main causes of road accidents. Drivers' personal discipline is poor; 90% of accidents occur due to their fault. Since the beginning of the year, more than 3 million people have violated traffic rules.
