Salaries in livestock farming to rise sharply: government prepares new package of benefits

In agriculture, there is a shortage of personnel and a systemic crisis; the government intends to revive the industry by raising salaries for livestock breeders and veterinarians, as well as recognizing labor as hazardous, reports Todayinfo news agency.

In the agricultural sector, signs of personnel shortage and systemic stagnation have been observed for several years. The industry, which is supposed to provide the country with food, is losing human capital, and the pace of development is slowing down. For example, meat prices have risen and become unaffordable for many. In this regard, the state has taken measures to restrict exports, but administrative barriers and constant inspections do not increase investment attractiveness, reports Todayinfo news agency.

Now the government intends to rectify the situation through salaries and social guarantees. In remote regions, it is proposed to recognize the work of shepherds grazing livestock as "harmful working conditions" and to increase the income of veterinarians several times. According to Vice Prime Minister – Minister of National Economy Serik Zhumangarin, a comprehensive plan to support the agricultural sector has been approved.

"We are taking systematic measures to address the personnel shortage in livestock farming. Raising salaries and improving working conditions is one of the priorities," said Serik Zhumangarin.

However, experts warn that the problem is not limited to salaries. In rural areas, it is difficult to find people to graze livestock, which is related to demographics, migration, and the quality of life in rural areas. In many regions, there are virtually no qualified veterinarians, which could turn any epizootic threat into a crisis. According to official statistics, as of April 1, 2026, the number of poultry in the country decreased from 48.6 million to 47.6 million, while the number of cattle increased only from 8.9 million to 9.1 million.
