Issues of supporting people with special needs were discussed at a government meeting chaired by Prime Minister Olzhas Bektenov. The head of the Cabinet emphasized that comprehensive assistance to citizens with disabilities remains a priority.

According to data announced during the meeting, about 752 thousand people with special needs live in Kazakhstan. Of these, 56 percent are working-age people, 29 percent are pensioners, and 15 percent are children. In 2026, 1.1 trillion tenge is provided for support measures from the state budget and the social insurance fund.

A significant portion of the funds is directed to developing the accessibility of services through the Social Services Portal. To date, more than a thousand suppliers of technical rehabilitation means, hundreds of sign language specialists, and over a hundred sanatorium-resort organizations are registered on the platform.

As reported by Minister of Labor and Social Protection of the Population Askarbek Yertayev, there are 33 rehabilitation centers for adults and children equipped with modern equipment in the country. Over the past two years, new institutions have been opened in Semey, Taraz, Kentau, and Uralsk. In the near future, another center is planned to be launched in Atyrau.

 

In addition, construction and preparation of project documentation for seven new facilities are underway. Special emphasis is placed on supporting children with mental disabilities. Currently, there are 15 specialized centers for children with autism spectrum disorders, designed for 1,825 people.
