Almaty to Strengthen Control Over Condominium Associations: Nearly 300 Inspections Planned

Almaty plans to conduct about 300 inspections of apartment building management bodies — condominium associations (OSI), housing cooperatives (KSK), and management companies. This was announced at a press conference by Zhandos Kaiyrkhanov, deputy head of the city's Department of Communal Infrastructure and Housing Inspection, reports Todayinfo.

"One of the key reasons for the increase in resident complaints remains the high wear and tear of the housing stock. Among the main factors are the lack of timely major repairs, physical aging of structures and engineering systems, as well as accumulated operational problems," Kaiyrkhanov said.

Currently, there are about 9,600 multi-apartment residential buildings in the metropolis. They are managed by more than 2,500 entities — condominium associations, housing cooperatives, and management companies. In 2025, 265 inspections were conducted in the city. As a result, 66 administrative protocols were drawn up, and 37 entities were fined over 10 million tenge. Since the beginning of this year, 151 inspections have already been launched.

Earlier, the editorial board reported on violations of apartment owners' rights. This concerns not only the arbitrariness of individual chairmen of housing cooperatives or condominium associations, but also the inaction of law enforcement agencies. Moreover, few apartment owners go to court. Some do not want to waste time and nerves, while others cannot afford a lawyer and an audit or revision of the financial activities of the housing cooperative or condominium association.
