The head of several construction companies in Astana, Suyunshali Moldir, is suspected of large-scale fraud, reports Todayinfo citing the Agency for Financial Monitoring (AFM) of Kazakhstan.
According to the investigation, between 2021 and 2024, Suyunshali Moldir, through controlled companies, attracted funds from citizens under the pretext of building the 'Nura Elite' cottage town. The project involved the construction of 37 cottages and 24 townhouses. However, the townhouses remain unfinished (only frameworks have been erected), despite commitments to complete the facilities by the fourth quarter of 2023.
The AFM noted that 56 people have been recognized as victims. The total amount of funds raised was 3.9 billion tenge. Of this, 322 million tenge was transferred to accounts of Suyunshali Moldir, her husband, and mother, while 145 million tenge was cashed out.
'A case of double sale of real estate was identified. One cottage, fully paid for by a victim, was used by the suspect as collateral for personal obligations, resulting in the property being re-registered to third parties and subsequently resold multiple times,' the statement said.
Additionally, Suyunshali Moldir entered into contracts that effectively transferred rights to land plots without having legal authority to dispose of them. Part of the shareholders' funds was used to purchase a land plot for the construction of the 'Asylkhan' residential complex. Without the necessary permits, she announced through the 'Biz birgemiz' charity fund of Perizat Kairat in the media that an apartment would be given to a needy woman, although construction had not even begun.
The developer is currently under house arrest, and the investigation continues.
