– In March, we adopted a new Constitution of Kazakhstan. I believe this is an extremely important, historic step for the future of the country. It is gratifying that our compatriots, especially young people, perfectly understand the importance of this event. Citizens showed high activity at the republican referendum, expressing support for the Basic Law. Thus, our people demonstrated exemplary responsibility and love for their Motherland. The text of the new Constitution reflects the unique identity, core values and high ideals of our people. Today, representatives of the younger generation, embodying qualities such as education, competence and intelligence, have gathered in this hall. In each of you, I see the bright future of Kazakhstan, – said Kassym-Jomart Tokayev.
The Head of State expressed confidence that it is progressive youth who will become the engine that will take the country to new heights and make the whole world proud of our achievements.
– The People's Constitution is a guideline for our young compatriots. The Basic Law of the country is the unshakable foundation of a Just Kazakhstan. The principle of "Law and Order" has become the pillar of the state and the basis of national identity. The concept of "Taza Kazakhstan" has strengthened citizens' sense of belonging to the fate of their native land and responsibility for preserving the environment. It is inspiring that the number of volunteers is growing – caring citizens for whom serving society has become not just a duty, but a call of the heart and a high calling. Our fundamental values are formulated in the Preamble of the People's Constitution. The highest value of the state is the people. Therefore, the development of human capital was defined as a constitutional task. The Basic Document directly states that Kazakhstan recognizes the development of science, education and innovation as a strategic direction of state activity, – the President emphasized.
Kassym-Jomart Tokayev believes that today the world is changing at an unprecedented speed. In his opinion, in conditions of global turbulence, in order not to be left on the sidelines of progress, it is critically important to strengthen the competitiveness of the state, as well as ensure its growth and prosperity.
– We have taken a number of decisive steps in this direction. A Ministry of Artificial Intelligence and Digital Development has been created. A legislative framework for the introduction of new technologies has been developed, and a Digital Code has been adopted. The Law "On Artificial Intelligence" has entered into force. In the near future, the Digital Qazaqstan strategy will be approved, which will determine the vector of the country's digital development. As you know, this year has been declared the Year of Digitalization and Artificial Intelligence in Kazakhstan. Therefore, there is still a lot of work ahead. We need to unite and work selflessly to achieve our goals, – said the Head of State.
The President pointed out that the rapid development of digital technologies and artificial intelligence requires constant updating of approaches.
– An important area remains the development of computing infrastructure. The launch of the supercomputer cluster was a serious step in strengthening the country's technological sovereignty. Next in line is the creation of a "Data Center Valley" in Kazakhstan. The implementation of this large-scale project will attract new investments and strengthen our position as a regional digital hub. Total digitalization and the introduction of artificial intelligence are now one of the key factors in the comprehensive modernization of our country, from the public administration system to the creative industry. In summer, the "Games of the Future" will be held in Astana. About a thousand athletes from 50 countries will take part in competitions at the intersection of classical disciplines and cybersports. The new sports format will allow for more active integration of advanced technologies into everyday life and, more importantly, will contribute to the popularization of sports among young people, – noted Kassym-Jomart Tokayev.
