Member of the Supreme Audit Chamber Kaskyn Kaskin at a government hour in the Mazhilis highlighted problems in Kazakhstan's higher education system. According to him, over the past five years, education spending has increased from 246 to 472 billion tenge. The number of students reached 625 thousand, and the state educational order exceeded 77 thousand grants.
However, the target of including three universities in the QS Top-200 was replaced by including 11 universities in the Top-700 by 2029. But in fact, the number of universities in the Top-700 decreased from nine to six. The employment rate of graduates also fell from 73-75% to 40-41%.
Kaskin noted that eight of the 11 key indicators of the Concept are not reflected in the ministry's development plan. The Audit Chamber believes these factors indicate the need to revise approaches to developing the higher education system.
