Closed negotiations between the heads of energy and water resources ministries of four regional countries have concluded in Bishkek. Official reports mention 'coordination of actions,' but behind this lies a complex deal in which Kazakhstan made significant concessions to save crops in its southern regions.
The Kazakh delegation, led by Energy Minister Yerlan Akkenzhenov and Minister of Water Resources and Irrigation Nurzhan Nurzhigitov, presented data that served as an 'insurance premium' for peace in the fields. It was revealed that from September 2025 to April 2026, Kazakhstan supplied over 1,560 million kWh of electricity to Kyrgyzstan's power system. These resources allowed partners to maintain the necessary water level in the Toktogul reservoir without using it for power generation in winter.
However, the main intrigue of the Bishkek meeting remained in the shadow of protocol photos: experts from KEGOC JSC and water authorities began checking 'digital indicators.' These parameters will determine whether the taps will open fully during the peak vegetation period or whether the accumulated resource will be distributed differently.
The Energy Minister noted that the stability of the system now depends on strict compliance with obligations by all parties. Whether Kazakhstan can keep the situation under control or whether the energy advance will not bring the expected water dividends will become clear at the next rounds of negotiations in Tashkent and Bishkek, scheduled for May and June.
