The Ministry of Ecology and Natural Resources has clarified under what circumstances Kazakh citizens might actually face penalties.
Nurken Sharbiev, Vice-Minister of the department, noted that these fines apply exclusively to plant species listed in the Red Book.
This means that the fine is imposed not for picking any dandelion, but for the illegal collection of rare and endangered plant species.
