A criminal case is being investigated in Shymkent regarding the embezzlement of budget funds allocated for education, reports Todayinfo.

According to the Agency for Financial Monitoring (AFM), a fictitious training scheme operated in two colleges between 2018 and 2023.

According to the investigation, a previously convicted individual, while in a penal colony, devised and organized this audacious scheme, resulting in the theft of over 1 billion tenge.

The fraudulent scheme was implemented through "South Kazakhstan Higher Medical College" LLP and "South Kazakhstan Humanitarian and Financial College" LLP.

The AFM stated that individuals were formally registered as students but did not actually attend classes. This allowed the colleges to receive state funding under educational orders and personnel retraining programs.

The criminal scheme involved the formalization of fictitious enrollment and employment orders, the use of electronic digital signatures to confirm documents, and the compilation of nominal acts of completed work.

Furthermore, a number of students from the paid department of the medical college were registered as studying at the expense of the state.

College leaders, accountants, and other affiliated persons are also involved in the case.
