Residents of Kazakhstan are increasingly facing issues with neighbors smoking in common stairwells and balconies, leading to numerous complaints, reports Todayinfo.

One resident complained that her neighbor regularly goes out with guests to the common balcony on holidays and weekends, where they smoke and consume alcoholic beverages. They often leave behind bottles and an unpleasant smell of tobacco.

According to the law, stairwells are not designated areas for smoking or consuming alcoholic drinks. Even a few minutes with a cigarette on a landing is considered an administrative offense.

Smoking in public areas such as stairwells, elevators, and landings of apartment buildings is subject to a fine of 15 MRP, or 64,875 tenge. For a repeat offense, the amount increases to 20 MRP, which is 86,500 tenge.

Furthermore, stairwells, landings, and courtyards are considered public places where the consumption of alcoholic beverages is prohibited. This carries a fine of 5 MRP – 21,625 tenge. If the violation is repeated, the offender may be assigned public works for up to 20 hours or administrative arrest for up to five days.
