The Mazhilis has passed in the first reading a bill changing the rules of enforcement proceedings. The document protects citizens' rights and strengthens control over private bailiffs.

According to deputy Snezhana Imasheva, mandatory certification will be introduced for private bailiffs. "Certification includes testing knowledge of legislation and the Code of Professional Ethics. Failure to pass re-certification will result in license revocation," she said.

Requirements for assistants and interns will also be tightened. Individuals held liable for corruption offenses within the last three years will be barred from these positions.

Vice Minister of Justice Bekbolat Moldabekov said the "Adilet" program has been developed to track alimony debtors' income. "The mobile app allows citizens to fully control the private bailiff. A push notification is sent when funds arrive," he stated.

Deputy Bakytzhan Bazarbek noted the bill prioritizes people. He cited General Prosecutor's Office data: 88 private bailiffs committed 660 various fraudulent acts. For instance, in Almaty, nine bailiffs withdrew 23 million tenge from current accounts, while in Karaganda region, seven bailiffs illegally spent 110 million tenge.
