Kazakhstan is intensifying the modernization of its agro-industrial complex: following a state audit, large-scale changes have been implemented in the sector, ranging from digital cleansing of the animal database to revision of phytosanitary norms and optimization of slaughterhouse infrastructure. The measures taken are aimed at increasing transparency, reducing costs, and improving the efficiency of the entire sector, reports Todayinfo news agency, citing the Supreme Audit Chamber of the Republic of Kazakhstan.

The basis for the reforms was the instructions of the Supreme Audit Chamber, which identified a number of systemic problems. First of all, attention was paid to the digital accounting of farm animals. "Following the audit, the government was recommended to conduct an inventory of data in the 'Farm Animal Identifier' system. As a result, a format-logical control mechanism by age was introduced into it — the system automatically detects records of animals older than 15 years. The effect was significant: if previously the database contained more than 20 thousand such records, after cleaning only 229, confirmed in fact, remained," the SAC reported.

Thus, the number of erroneous data decreased by 98.9%. Now the system automatically tracks incorrect information, which increases the accuracy of livestock accounting across the country. Serious changes also affected phytosanitary policy. The audit showed that in 2021, the economic threshold of locust harmfulness was unreasonably reduced — from 5 to 3 individuals per square meter. This led to excessive use of insecticides, additional budget expenditures, and negative environmental impacts. "In 2026, the norms were revised: unified scientifically based indicators were established, and the methodology for accounting and forecasting pests was updated. This should reduce excessive treatments and make the protection of agricultural land more effective and environmentally friendly," the SAC noted.

A separate block of work affected livestock slaughter infrastructure. On the instructions of the auditors, territorial inspections analyzed 667 non-functioning facilities across the country. The results showed the scale of the problem: 592 slaughterhouses were deemed unsuitable — they were in disrepair or completely destroyed. All these facilities were officially liquidated with changes made to the e-Agriculture system. "At the same time, part of the infrastructure was restored. 62 facilities passed the necessary procedures and received registration numbers. The largest number of such facilities is in the Karaganda region (18), Abay region (9), and Pavlodar region (7). Another 13 facilities in the Akmola and Kyzylorda regions plan to resume operations," the SAC clarified.
