The Majilis has passed in the first reading a bill tightening liability for spreading extremist materials, reports Todayinfo. The document includes amendments to strengthen the protection of state secrets. It also establishes a ban on the transportation of extremist and terrorist materials — corresponding changes are planned to be introduced into a number of laws, including norms on countering terrorism and extremism.
Information about the cost of repair, construction and maintenance of regime facilities will become a state secret. "During the work on the bill, deputies introduced a number of amendments, among which it is proposed to classify as state secrets information revealing allocations or actual costs for the construction, repair and maintenance of not only regime facilities, but also special-regime and specially protected facilities of the Republic of Kazakhstan," deputy Olzhas Kuspekov read in his report.
In addition, the competence of state bodies responsible for combating terrorism and preventing extremism is being clarified. A separate block of changes concerns service in special bodies. In particular: the rights of managers during official investigations are being consolidated; the rules for using the personnel reserve of national security bodies are being clarified; the list of persons retaining their rank upon admission to military and special educational institutions is being expanded.
