Housing Queue in Kazakhstan: Otbasy Bank Head Reveals Ways to Speed Up Process

Almost a third of the nearly one million Kazakhstani citizens awaiting housing belong to socially vulnerable groups, reports Todayinfo. Lyazzat Ibragimova, Chairwoman of the Management Board of Otbasy Bank, explained why the previous system failed and how the bank is changing its approach to this queue.

Ibragimova detailed how the housing queue system in Kazakhstan operates, why the state is not obligated to provide identical conditions to everyone, and what steps are necessary to obtain a mortgage without a credit score assessment.

"Out of the six hundred thousand old queue members transferred to us from the akimats, approximately two hundred forty thousand have still not been located. People either consciously do not want to undergo inventory, have moved abroad, or have already acquired housing. We have already excluded about fifty thousand people who purchased homes from the queue," Ibragimova noted.

The bank no longer waits for people to come forward themselves. Now, queue members are actively sought out – notifications are sent, and they are invited to come and clarify their status.

"We had many instances where orphaned children had forgotten, or perhaps never even knew, that their orphanage caregivers had taken the trouble to put them in the queue on time. They are now coming forward and receiving documents for rental housing," she added.
