Former akim of the Kyzylorda region, Nurlybek Nalibayev, has been appointed as the First Deputy Prime Minister of Kazakhstan, reports Todayinfo.
According to political analyst Gaziz Abishev, this appointment reflects a trend of recent years. President Tokayev is forming his own bench of personnel by testing them in the regions. This group includes Zhenis Kassymbek, Darkhan Satybaldy, and Nurlybek Nalibayev.
"Experience as a region's akim gives a manager versatility, allowing them to look from a broad state perspective. This is not a new practice. In their time, Imangali Tasmagambetov, Danial Akhmetov, Bakytzhan Sagintayev, Serik Akhmetov, and Askar Mamin came to the government after working as akims," the expert notes.
Abishev emphasizes that Nalibayev is a representative of Tokayev's cohort of managers. President Tokayev's approach is that he values people who clearly fulfill their tasks, have no history of corruption, and do not engage in political games.
In recent years, the Kyzylorda region has undergone a significant infrastructural transformation. According to official data, the regional budget has grown to 809 billion tenge. Over the last three years, about 1.6 trillion tenge in investments have been attracted, with growth of 250% compared to 2021.
A new 240 MW Combined Heat and Power (CHP) plant and a new terminal at the Korkyt Ata airport were built in the regional center. Since 2022, the region has seen the addition of 10 new schools for 6,900 students, 43 educational facilities, an 11,000-seat stadium, and 24 sports complexes.
The main question now is whether Nalibayev can translate his regional achievements to the national level.
