By Decree of the Head of State, Roman Sklyar has been appointed Head of the Presidential Administration of the Republic of Kazakhstan. He has been relieved of his previous position, reports Todayinfo.
Roman Sklyar graduated from Pavlodar State University with a degree in "construction engineer," the Moscow Institute of Modern Business with a degree in "economist," and the Kazakh Institute of Jurisprudence and International Relations with a degree in "lawyer."
He began his career in 1989 as a fitter-assembler at MNU "Ekibastuzugleavtomatika." From 1990 to 2002, he worked in various companies in Pavlodar. In 2002, he became the head of a department at the Committee for Work with Insolvent Debtors of the Ministry of Finance for Pavlodar region. From 2003 to 2006, he held various positions in the akimats of Pavlodar city and Pavlodar region.
In 2006, he began working in the Akimat of Astana. In 2008, he became Deputy Akim of Pavlodar region. In 2011, he was appointed Vice-Minister of Transport and Communications. In 2014, he took the position of Vice-President of "Kazakhstan Temir Zholy."
In 2016, he was elected a Deputy of the Mazhilis, where he headed the Committee on Economic Reform and Regional Development.
From May 2016, he served as Vice-Minister of National Economy. From February to September 2019, he held the position of Minister of Industry and Infrastructure Development.
On September 18, 2019, by Presidential Decree, Roman Sklyar was appointed Deputy Prime Minister. On January 11, 2022, he became the First Deputy Head of Government.
Within his official duties, Roman Sklyar coordinated issues of operational economic management, transport infrastructure and logistics, construction, electric power, nuclear energy, renewable energy sources, coal and nuclear industries.
In this role, he was also responsible for issues of industry, innovation, geology, subsoil use and export control, environmental protection, natural resource use, forestry, and wildlife. This included overseeing mobilization efforts, preparation and conduct of heating seasons, development of special economic and industrial zones, the oil and gas sector and petrochemistry, communications, space activities and the "Baikonur" complex, and the defense industry.
It should be noted that today the Head of State relieved Aybek Dadebay of his duties as Head of the Presidential Administration due to his transfer to another job.
