The Supreme Audit Chamber has revealed violations in the management of the Bolashak program. According to Chamber member Kaskyn Kaskin, by a separate decision of the Ministry of Science and Higher Education, scholarships were awarded to 40 students who did not meet the general selection criteria. This cost the treasury 7.7 billion tenge.
In addition, another 151 scholarships were awarded beyond the approved limit. Particularly in the field of artificial intelligence, only five of the planned 54 scholarships were awarded, with the remaining 49 reallocated to other areas.
A survey conducted among teachers, students, and graduates also confirms these findings. 46% of teachers consider salaries uncompetitive. 41% of students describe the programs as outdated and impractical, while 45% believe that the infrastructure of higher education institutions does not meet modern requirements.
